This position is a Nonappropriated Fund (NAF) Deputy Director Family and Morale Welfare and Recreation, NF-0301-05 position with Headquarters, Family and Morale, Welfare, and Recreation at Fort Belvoir, VA.

This position is open to all candidates world-wide. Moving expenses (PCS cost) will be paid in accordance with the Joint Travel Regulation, and the DLA FMWR NAF PCS Costs policy.

This position is a regular full-time (RFT) position, which guarantees 40 hours per week. As the Deputy, Director, Family and Morale, Welfare, and Recreation, the incumbents is responsible for:

  • Serving as a full Deputy to the Director, Family, Morale, Welfare and Recreation (FMWR) for the Defense Logistics Agency by performing a variety of duties in the short and long range planning, coordination, and daily oversight of all matters pertaining to DLA NAF Enterprise;
  • Providing technical guidance and administrative oversight through direct and indirect supervision of subordinate supervisors and employees. Exercises the full range of personnel management responsibilities. Promotes acceptance and adherence to special emphasis programs such as Equal Employment Opportunity (EEO)
  • Integrating plans into appropriated and nonappropriated fund annual operating budgets; and
  • Reviewing program changes and discusses changes in goals and objectives with activity managers and supervisors, ensuring objectives and goals are attainable and economically feasible.

  1. Must be able to obtain and maintain a T3 (Secret) clearance.
  2. Submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993.

The minimum qualifications for this position are:

Specialized experience in a Department of Defense FMWR program at the Chief, FMWR installation level, regional level, or headquarters level which includes experience in developing NAF policies, evaluating NAF programs; and designing solution to complex NAF issues; Appropriated and Nonappropriated funding streams including authorization and program utilization as well as the UFM process; overseeing a variety of NAF contracts; and managing NAF employees under a NAF personnel policy including the hiring process, the disciplinary action process, and funding for NAF positons.

The position has highly qualified criteria. Candidates who meet the highly qualified criteria may be referred before applicants who only meet the minimum qualifications. Your resume must clearly show the highly qualified criteria.

In addition to meeting the minimum qualifications, highly qualified candidates will have a minimum of three years of experience in three or more FMWR program areas AND at least three years of senior-level leadership experience.


There is no education requirement for this position, nor can education be substituted for experience.

180-day Restriction for Military Retirees: Military retirees are unable to be appointed to NAF positions for 180 days after their retirement date, as documented on their DD-214.
